The resolution will seek to have the Government expedite the tabling and passage of the amendments proposed by the Minister of Local Government, to request an increase in the fines and custodial sentences for person who commit infractions close to national heritage sites as well as seek to empower the municipal police to be designated by the act as enforcers.
He indicated that in response to the unhygienic and growing practice of littering and urinating in urban spaces; the KSAMC will be taking steps to increase enforcement of the anti-litter and public health laws.
Williams noted that during the Caribbean Conference of Mayors, he was inspired by Mayor Francis of St Lucia’s comments on the enforcement of their laws regarding public spaces and how the high fees acted as a deterrent. He added that he believes with greater enforcement and involvement on the part of the municipality this can be a reality for Kingston as well.
“Our laws need modifications and the time is now. This resolution will support the announcement by the Minister of Local Government and give teeth to the laws which will assist in creating a self-sustaining system of enforcement;” the mayor added.
Williams also announced that the KSAMC in partnership with the Tourism Enhancement Fund (TEF) will be launching a Bin placement drive; where some 92 bins will be placed across the city in strategic points to mitigate littering as well having a truck dedicated to collecting and monitoring the bins.
He stated that the Council has noted the concerns of several residents and after doing the legwork and getting the infrastructure in place, the KSAMC is prepared to address the issue. According to the mayor, the capacity of the municipal police has been increased in preparation for the increase in enforcement operations to come.
