Gleaner confirms: Shaw knew money wasn't available

MONTEGO BAY, April 3, 2016 - The Jamaica Gleaner is this morning corroborating former finance Minister Peter Phillips' argument that Finance Minister Audley Shaw was well aware that the money collected from a special tax on fuel had been placed in the Consolidated Fund, where all money collected by government goes.
