GEORGETOWN, Guyana, November 20, 2020 – The Jagdeo/Irfaan Ali administration today continued what many persons have characterised as wanton persecution of Afro-Guyanese persons who worked with the APNU/AFC Coalition government, by ordering the arrest of  Jamaican national, Mr. Colvin Heath-London, the former CEO of the National Industrial and Commercial Investment Ltd. (NICIL).

The Guyana Police Force has arrested Mr. Heath-London of Jamaican and Guyanese nationality and according to un-confirmed reports, they have been instructed to hold him for three days.

At the end of October, the government terminated the employment of Health-London with immediate effect.

He was employed by the Government to head the Special Purpose Unit (SPU) for the privatization and divestment of identified assets of the Guyana Sugar Corporation (GuySuCo) and was later tasked with the responsibility of performing of duties of the Chief Executive Officer of National Industrial and Commercial Investments Limited (“NICIL”).

A statement from the government said that a review of NICIL’s and SPU’s operations revealed the following alleged illegalities and serious failures by London in the performance of his duties, which have had a detrimental effect to the Government’s and NICIL’s business.

Member of Parliament Jermaine Figueira, writing in the Kaieteur News in defence of Heath-London, called him “one of Guyana’s most consummate professionals with international repute.”

According to Figueira the firing of “Colvin Heath-London, is another glaring example of the government’s act of political witch hunting and ethnic cleansing, aimed at tarnishing the good reputation of African, Indigenous and East Indian Guyanese professionals whom they deemed were aligned to the Coalition administration.”

Figueira said “the government’s political witch hunting and public relations stunts to justify their discriminatory and career ruining reputation of this professional black Guyanese leaves much to be desired.”

He explained that “Heath-London brought to NICIL a background of international experience versed in the art of modern management techniques that were required to address the many woes of a cash-strapped, bankrupt state entity.”

Mr. Heath-London has prudently managed the affairs of NICIL since taking office in November 2018.

He outlined the manner in which under Heath London’s stewardship, and up until he was fired by the Jagdeo/Irfaan/Ali administration, “NICIL had billions in its accounts. The agency has had a positive cash flow since he took reins as CEO, which cannot be contested.”

“It was his negotiating skills that secured the $30 billion bond for the restructuring of GuySuCo; restoration of the famous landmark, Watooka House in Linden; converting Skeldon Estate into Skeldon Heritage Resort; the Berbice Inn, the Kwakwani State House and the Ituni Guest house into entities that have all been generating income for the State,” Figueira said.

“His other outstanding successes include securing a dividend payment of US $3M from BOSAI, and his court challenge against Hong Kong Golden Telecom (HKGT), for their failure to make good on the payment owed to the government for their purchase of 20 percent shares in Guyana Telephone and Telegraph Company (GTT),” he pointed out, noting that
“this transaction earned Guyana an extra US$7.5M, as a result of accrued interest.”

“NICIL, under the stewardship of Mr. Heath-London, pursued very rigid due diligence procedures and compiled a ‘Land Use Policy’. This policy document allowed for a clear alignment of the processes involved in lands under NICIL’s remit. All of these transactions were approved by NICIL’s board, not the individual being victimised and vilified by the PPP henchman,” the member of parliament declared in his letter to the Kaieteur Editor.

Prior to taking up the position with NICIL in 2018, Mr. Heath London was the Senior Business Development Manager, CHECAMERICAS at China Harbour Engineering Co. Ltd.

Heath London, as Business Development Manager for China Harbour, led negotiations with the PPP for the Cheddi Jagan International Airport Expansion project, still being undertaken. Contract was signed on the 11th of November 2011.
