Addressing the opening of a two-day regional Cybersecurity and Cybercrime Workshop at the Hilton Resort and Spa in St. James yesterday, Dr. Chang said “Cybercrime is borderless. As a result, countries should not act or respond in silos. It is critical that we collaborate to strengthen and develop creative and innovative mechanisms to mitigate these threats.”
The National Security Minister told the workshop that the Government was resolute in its commitment to safeguard the property, livelihood, and interests of Jamaicans against cybercrime and has launched an aggressive counterattack by establishing the Jamaica Cyber Incident Response Team within the Ministry of Science, Energy and Technology.
At the enforcement level, the Major Organised Crime and Anti-Corruption Agency (MOCA) and the Counter-Terrorism and Organised Crime Investigation Branch (C-TOC), have been established, with specialty in cybersecurity and cyber forensics and investigations.
“We recently approved amendments to The Terrorism Prevention (Amendment) Act, 2019, as well as the Proceeds of Crime (Amendment) Act, 2019, which will give greater impetus to Jamaica’s fight against the profiting of transnational criminality and the financing of terrorism using cyber methods,” the Minister said.
“These are part of a suite of legislation geared towards tackling and effectively addressing cybercrimes,” he added.
Dr. Chang, in the meantime, said that the inaugural staging of the cybersecurity workshop, which has attracted 100 participants from 13 countries across Latin America and the Caribbean, signals the seriousness and urgency with which the threat is being addressed in Jamaica and across the Western Hemisphere.
The Minister said that he anticipates that coming out of the two-day session, countries will be better equipped “to remain one step ahead of organised criminal networks and cybercriminals”.
“I am confident that…you will benefit tremendously from the exchange of best practices, group discussions, and insightful information that will be shared by the experts,” he added.
