JAMAICA | Dr. Andre Haughton Criticizes Minister Daryl Vaz’s Ill-Considered Ride-Sharing Ban

KINGSTON, Jamaica. June 13, 2024: Opposition Spokesman on Technology, Dr. Andre Haughton, has issued a stern reprimand toTransport Minister Daryl Vaz for his hasty and ill-conceived attempt to illegally ban ride-sharing applications.

In a statement, Dr. Haughton said "Minister Vaz's recent actions demonstrate a reckless, seat-of-the-pants approach to policy-making that lacks the thoroughness essential for good governance."

Dr. Haughton emphasized that effective policy-making requires foresight, thoughtfulness, and broad stakeholder engagement, none of which were evident in Vaz's abrupt call for a ban.

"Minister Vaz’s decision to unilaterally order a ban, devoid of any legal foundation or comprehensive consultation with key stakeholders, underscores a glaring deficiency in leadership and judgment," he added.

The Opposition Spokesman pointed out that the transport sector has been awaiting a regulatory framework for ride-sharing services for years. Despite repeated calls from the Opposition and industry stakeholders, the Ministry of Transport has failed to implement necessary regulations, thereby contributing to the current challenges.

"Minister Vaz’s decision reflects a pattern of reactive, rather than proactive, governance. His decision has not only disrupted compliant ride-sharing companies but has also sown confusion and instability within the sector," Dr. Haughton continued.

Dr. Haughton called for better oversight and a more thoughtful approach to policy-making within the Ministry of Transport.

"A comprehensive, legally sound framework that ensures the safety and security of commuters while fostering innovation and competition in the ride-sharing market is what the sector needs."

He urged the government to engage in meaningful dialogue with all relevant stakeholders, including ride-sharing companies, telecom providers, law enforcement, and the commuting public, to develop and implement regulations that are fair, effective, and enforceable.
