JAMAICA | The People’s National Party Releases its Local Government Manifesto
MONTEGO BAY, February 22, 2024 - In anticipation of the forthcoming local government elections, the People's National Party (PNP) today unveiled its Local Government Manifesto, laying out a comprehensive blueprint for governance that promises to significantly alter the political landscape across Jamaica's municipalities.
Central to the manifesto is the PNP's commitment to constitutional reform, specifically the entrenchment of fixed election dates for local government and the direct election of mayors, a move aimed at enhancing democratic participation and accountability at the municipal level. This initiative builds on the party's previous achievements, including the passage of the Constitution Amendment Local Government Act 2015.
Addressing the multifaceted challenges faced by communities nationwide, the PNP's manifesto spans six critical areas: health, security, governance, the environment, the economy, and social services. A notable strategy under Community Development and Citizen Security is the innovative treatment of crime and violence as public health issues, proposing a holistic approach that targets antisocial behavior and violent crime through local interventions and the expansion of the Jamaica Eye Infrastructure.
In terms of health and wellness, the PNP plans to rejuvenate local health governance by reinstating the Public Board of Health under the jurisdiction of Municipal Corporations and rolling out comprehensive health education programs at the community level. This initiative underscores the party's vision for "Healthy Citizens and Healthy Communities," aiming to foster a more health-conscious society.
The manifesto also pledges to enhance transparency and citizen engagement, mandating mayors and CEOs to conduct quarterly briefings on council activities and ensuring that municipal corporations are more accountable through the publication of annual budgets and performance indicators.
Looking to overhaul local governance, the PNP proposes the promulgation of regulations for the Local Governance Act 2016, coupled with a thorough review of the act itself. By empowering Municipal Corporations to deliver higher standards of service in areas such as garbage collection, road maintenance, and public health, the party seeks to create more efficient and responsive local governments.
A significant shift in waste management is also on the agenda, with plans to return the National Solid Waste Management Authority to its core function as a regulator and enforcer, thereby streamlining solid waste services across the country.
Finally, the manifesto outlines ambitious economic and entertainment regulation strategies, including the establishment of community entertainment zones and new regulations for street food services, vending, barbers, and cosmetologists. Simplified procedures for obtaining permits are also part of the PNP's strategy to invigorate local economies and promote cultural vibrancy.
As the People's National Party charts a new course for local governance in Jamaica, its manifesto reflects a deep commitment to participatory democracy, enhanced public services, and a vibrant community life. With the elections on the horizon, the PNP's vision for local governance promises to be a cornerstone of its campaign, aiming to reshape the way municipalities operate for the betterment of all Jamaicans.
