GEORGETOWN, Guyana, January 22, 2024 - In a fiery opening speech at the Guyana Assembly's budget debate, Opposition Member of Parliament Roysdale Forde delivered a scathing critique of the government's $1.146 trillion budget, condemning it as "uninspiring" and fundamentally flawed.

Forde lambasted the budget, which is hailed as the largest in the nation's history and packaged under the theme "Staying The Course, Building Prosperity For All." He described it as being "built on shifting sand, devoid of a proper foundation," lacking in both vision and a philosophical rudder.

According to Forde, the budget fails to articulate clear long-term goals or a roadmap for sustainable development, ignoring urgent societal issues.

The MP particularly criticized the allocation of funds, highlighting insufficient resources for critical sectors such as education ($135.2 billion), healthcare ($129.8 billion), and social welfare.

He argued that the budget shows a preference for concrete projects, with a staggering $221.4 billion allocated, including $204.1 billion for roads and bridges, at the expense of human capital development.

Forde accused the government of failing to engage critical stakeholders and citizens in meaningful consultations. "This budget has fallen short on many fronts," Forde stated, pointing out the lack of an inclusive approach in conceptualization and equitable allocation of resources, which are hallmarks of good governance.

He further criticized the government for its lip service to democratic principles. Citing paragraph 4.187 of the Budget Speech by Dr. Ashni Singh, Forde challenged the government's claim of embracing democracy, transparency, and the rule of law.

He contended that the budget fails to reflect the nation's constitutional commitment to an inclusionary democracy, as outlined in Article 13 of the Constitution of the Cooperative Republic of Guyana.

Forde also pointed out the inadequacy of the government's public relations efforts during the budget consultation process, labeling it a deceptive tactic.

He highlighted the serious disadvantages of bypassing stakeholder consultations, such as misallocation of funds and undermining the principles of democratic and good governance.

The MP did not mince words regarding the increase in pensions and the tax threshold, dismissing them as insignificant in the face of rising living costs.

He contrasted the government's current approach with the achievements of the A Partnership of National Unity and Alliance for Change Government, underscoring their efforts in improving citizens' living standards without the current government's resources.

In conclusion, Forde's speech painted a picture of a budget disconnected from the realities and needs of Guyanese society, calling for a reevaluation of priorities towards more inclusive and sustainable development.
